CAR PAINT SANDING DIY

do you really need to sand a car down befor spray painting a part of it?
so I want to spray paint a band logo (the cross buster from Bad Religion) onto the hood of my car. I’ve read some DIY things online saying I have to sand the area down first. What if I don’t?
Also, will the paint run off in the rain or when (if) I wash it?
if it makes a difference, this is my car: http://imagecloset.com/tiny/839038
Sanding cleans the area from dirt and wax and ensure a “rougher” surface for the new paint layer to hold on to.
If all you’re after is a logo, just wash the area very well to take off as much dirt and wax as possible. The only problem is that the logo will “fall off” in time. This is where vinyl stickers come in handy and have the advantage.
