Is the circuit diagram in the following link for a pedal or an amplifier?

The circuit is labeled as “JCM 800 emulation circuit,” and am unsure as to what this means; is it a JCM amp clone or a pedal that mimics the distortion of said amp?
Looks like it’s for an amplifier due to the 9v + power input with no power output, and no switches to close.
