How do I install a door with wood frame at the bottom?

Hi, I have an odd situation. I want to install a door, and the instructions from Home Depot DIY are pretty straight forward, but I seem to have part of the frame showing. This is really hard to describe, so I am going to post some pictures of what I am talking about. I want to know what I am supposed to do, there has never been a door there before either.

First drill a line of 3/8 holes close together along the stud and BOTTOM PLATE ! Then with an old saw cut as far down as you could go seeing the tiles will make it hard, once you’ve done that use a sharp sharp chisel.

The section of bottom plate should of been cut half way through at the door studs before lifting the frame, but seeing the person who tiled the floor wasn’t en-lighted enough to remove that section I’d be betting it hasn’t been done.
