LAPTOP DIY BUILD

How do I build a PIC Programmer with external power?
I have been spending hours upon hours online, looking for instructions on how to make a DIY Pic Programmer. All of them that I find need to be connected to a DB9 serial port on a computer, and get their power from that. Unfortunately, my desktop does not have a serial port (only one to connect to the monitor and a DB25 parallel for the printer) and my laptop’s DB15 port is too low a voltage (as with all laptops). My question is: Can anyone tell me where I can find (detailed) instructions on how to make a simple PIC Programmer that uses external power and can be plugged into a DB15 port on a laptop or a USB port on a laptop or desktop? I have a PIC16F84A and a PIC16F877A and one other one (I think a PIC12***). Please shed some light on this so I won’t have spent all the money I spent on supplies in vain…
Try this look at item number 130318765602 on e-bay. for $36 you get a USB port programmer. Probably better than any DIY programmer. I did not spend a lot of time on research so you may be able to do better.
