How do you DIY a t-shirt with just scissors?

Oh, and does anyone know how to do that whole paint thingy with stencils? I know its not really specific but I don’t know how to word it.

cut off armholes
cut through the center of the front
sew the arm you cut off to the sides
and you have a vest.
